No No No No No. Whatever this song was touted as being, it is not. Whatever Kirk Brandon was trying to say, he hasn't said it. To make matters worse, Brandon has tried living off this, the only half decent thing he ever did, for as long as I can remember. It has been released and re-released almost with every single and on every album Brandon has ever put out. This represents a sort of dance-oriented alternative music style to post punk, with the beginnings of which it was more or less contemporaneous, and is therefore almost a forerunner of the new romantics.
